Residential accounting: Under-development and planned units are displayed separately. Their explicitly labeled total pipeline is 34,892 units; recently completed units are historical context and are not added to it.
Industrial accounting: Houston now publishes the 382-project City ILMS current cohort as a measured minimum. Two older cohorts totaling 1,329 records are nonadditive and remain withheld until work scope, duplicates, and completion evidence are reconciled. The August 27 ILMS source has an exact lifecycle split: 382 current projects enter current supply and 238 recent completions enter completed history; older and terminal/inactive records remain outside active supply. The Project Building Category filter values 1, 3, and B were supplied without a code definition, so this remains a measured source floor.
