Thirty new-construction and nine addition groups remain future reconciliation candidates rather than admissions. The stale 271-group first pass is superseded; 138 additional land-only or undecoded-type candidates remain withheld. Existing Supply retains 25 project-level leads and Demand retains 693 signals, byte-for-byte. Northern Virginia is unmeasured. No figure in this source audit is added to a Washington metro count or the national measured totals.
